Overview:
Provides senior level Acquisition and Project Management support to the U.S. Department of Homeland Security
Responsibilities:
Provides senior level lead support and assistance to Project Managers, Procurement Office, and the COTR in coordination and oversight of assigned acquisition projects as designated in specific tasks.
Assist in developing acquisition strategies to consolidate multiple contracting activities/requirements into enterprise level agreements.
Conducts comprehensive research and analyses of technical and cost data. Interprets Federal acquisition policy, regulations, and directives and applies those interpretations fully and legally to all activities. Prepares purchase requisitions to initiate procurement actions. Develops contractual documents such as statement of work, statement of objectives, determinations and findings, independent government cost estimates, evaluation plans and other solicitation documents. Assist in the evaluation of proposals. Provides the full range of Contract Administration functions, including preparing contract modifications/amendments, invoice reviews and funding burn rate projections.
Qualifications:
Bachelor’s degree with 10 years of experience in conducting comprehensive life cycle acquisition support activities. Experience in Federal Government IT Acquisition and Program Management. CPCM or PMP desirable. Firm grasp of Contract Financial Management. Possesses knowledge of project management tools and techniques. Competent in Microsoft Office Suite (Word, Excel, PowerPoint, Access) and MS Project. Must be a U.S. citizen able to obtain a security clearance.
